Description:

ITCON Services is seeking a Capital Planning Business Analyst to support federal IT Capital Planning and Investment Control (CPIC) and portfolio management activities for the USDA FPAC Business Operations Branch. The analyst will work under the direction of federal Investment Managers to support governance processes, business case development, portfolio reporting, and compliance with OMB, FITARA, and TBM requirements.
The Analyst will be accountable for supporting CPIC processes throughout the investment lifecycle including strategic and budget planning, EVM, acquisition requests, and portfolio reporting.

Key Responsibilities

  • Support CPIC governance processes including strategic planning, budget formulation, spend planning, and investment oversight.
  • Maintain and update IT business cases (FBC / OMB-300 equivalents) and related portfolio documentation.
  • ssist with gate reviews, investment re-baselines, restructures, and quality reviews.
  • Support Earned Value Management (EVM) activities for traditional and Agile projects.
  • Gather and document information for Acquisition Approval Requests (AARs) and portfolio data calls.
  • Support FITARA and TBM implementation activities.
  • Update portfolio and financial data in the BOB Financial Database and generate reports.
Required Skills and Qualifications
  • Bachelor's degree in Business, Information Systems, Finance, or related field.
  • 3+ years' experience supporting federal CPIC or IT portfolio management activities.
  • Familiarity with OMB guidance, FITARA, and IT governance processes.
  • Strong analytical, documentation, and communication skills.
  • Experience supporting data calls and financial/portfolio reporting.
  • U.S. citizenship and ability to obtain a Public Trust clearance.
Desired Skills and Qualifications
  • Experience supporting USDA, FPAC, or multi-agency IT environments.
  • Knowledge of EVM concepts and portfolio management tools.
  • SharePoint or collaboration tool experience.
