Title: Business Analyst 3
Location: Vancouver, WA (Hybrid)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $57.96 - $61.19 per hour

Perform analysis of business issues, provide recommendations for possible solutions, work with stakeholders to drive decision making and define requirements for program or project development, verifying that business needs are being met. Complete documentation for business requirements which guide program/project development efforts, working closely with development team and business teams to ensure successful implementation of business requirements. Assist with the development and maintenance of the business requirements process used to define requirements for projects. Assist with the definition and negotiation of project scope and create appropriate scope documentation. Communicates project status and escalates issues as needed.

Position Responsibilities:

  • Gather and organize information on problems or procedures.
  • nalyze data gathered and develop solutions or alternative methods of proceeding.
  • Confer with personnel concerned to verify successful functioning of newly implemented systems or procedures.
  • Develop and implement management approved records management program for filing, protection, and retrieval of records, and assure compliance with program.
  • Review forms and reports and confer with management and users about format, distribution, and purpose, and to identify problems and improvements.
  • Interview personnel and conduct on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used.
  • Document findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes.
  • Design, evaluate and recommend changes of forms and reports.
  • Plan study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.
  • Develop detailed work plans to enable project success.
  • Organize and facilitate large cross functional meetings.
  • Promote consensus on a high level view of the project and drill down into the details to obtain the requirements.
  • Document project issues, risks, assumptions and requirements.
  • nalyze and develop business scenarios and use cases.
  • Follow policies and procedures to verify audit and compliance.
  • Deliver project status and time tracking.
  • Create process flows and diagrams necessary for the requirements gathering process.
  • Work with management to facilitate resolution of conflicting priorities, requirements, and/or team positions.

Position Requirements:
Education & Corresponding Experience
  • degree in Business Administration, Business Management, Accounting, Computer Science (or a closely related field) is preferred.
    • 8 years of experience is required with an applicable bachelor's degree.
    • 10 years of experience is required with an applicable associate degree.
    • 12 years of experience is required without a degree or applicable degree.
  • Experience should include direct work experience as a business analyst, business system analyst, strategic business partner or equivalent. Business analysis experience should be progressively more technical in nature.
Required Technical Skills & Experience
  • 5 years of experience applying methodology to process improvement and optimization efforts across multiple business units within a defined enterprise.
  • Experience with large-scale organizational change efforts.
  • Technical interview skills sufficient to facilitate group process design/requirements gathering sessions in a business environment.
  • Visio flowcharts sufficient to: create complex flow charts and process maps that represent current and future state processes. The use of Visio should be based on industry best practices and use swim lanes or SIPOC (Supplier Input Process Output Customer) methodologies.
  • Intermediate proficiency in Excel and SharePoint.
Preferred Skills & Experience
  • Demonstrated experience with project and change management approaches, tools, and phases.
  • Experience with the Prosci methodology for Change Management.
  • Experience working in a Project Management Office.
